EcLaw Consulting LLC, under contract with IPSOS, was engaged to draft recommendations and measures to combat the shadow economy based on the survey of companies and citizens and accompanying analysis of the size and structure of the shadow economy in Montenegro.

The aim of the research, which IPSOS carried out, was to estimate the size of the shadow economy in Montenegro. The assessment determined the share of registered companies that conduct business in the shadow economy.


Eclaw Consulting LLC, as a partner in a consortium led by PwC Serbia, is drafting a Policy impact analysis and preparing the National Program on Climate Change Adaptation (NAP) with the Action Plan. The project is funded by the UNDP.


EcLaw Consulting LLC, under contract with UNDP Country Office Montenegro, drafted an ex-ante impact analysis on the Law on Disability Determination. 


The Impact Assessment estimated the effects of the suspension of the existing disability determination framework in Montenegro and the establishment of a single national entity (Institute for Disability Determination) which will conduct a process of disability determination based on a new, uniform methodology. 

Eclaw Consulting LLC is engaged by EBRD to serve as a peer reviewer and advisor to support the BSA in fulfilling its role as an official body responsible for reporting on and compiling statistics on insolvency cases in Serbia. The project aims to improve current data gathering and processing methods.


EcLaw Consulting LLC is currently under contract with GIZ to provide support to the Registry of Administrative procedures in Serbia. EcLaw is preparing an inventory of administrative procedures for citizens in the competence of the Ministry of Labor, Employment, Veterans, and Social Affairs and will provide recommendations for their optimization and digitalization.


EcLaw Consulting LLC, under contract with the International Labor Organisation, drafted an impact assessment on the regulation of light child labor in Serbia.

Eclaw Consulting was engaged to draft an ex-ante impact analysis on the Decree on Child Light Work in line with the requirements specified in the Regulation on the Methodology of Public Policy Management.


The impact assessment was prepared by EcLaw Consulting LLC under contract with NALED. The development of the Program and the accompanying Action Plan were supported by the United Nations Development Program (UNDP) and the USAID-funded CHISU project.

EcLaw has estimated several impacts that could enable potentially huge cost savings. For example, allowing specialist doctors to issue instructions for further treatment would reduce the number of unnecessary patient visits to GPs by between 7 to 10 million per year, or five to seven per day per doctor. Also, with greater use of telemedicine, each doctor would reduce the number of examinations in surgeries up to 1,100 during the year, which would significantly relieve the system, reduce congestion and make protection more accessible.


The impact assessment was prepared by EcLaw Consulting LLC under contract with PwC.

Based on best practices and standards, EcLaw developed Impact Assessment Methodology for risk areas and sectors identified by Action Plan for EU Negotiations Chapter 23 (Judiciary and Fundamental Rights). The Methodology aims to provide guidance to the Serbian Anti-Corruption Agency, which is responsible for monitoring and reporting on the implementation of the activities under the Action Plan and conducting impact assessments for risk areas and sectors identified by the plan.

Personalized medicine is an evolving field that transforms biomedical and clinical research and basically all healthcare disciplines. The study assesses the potential benefits of personalized medicine and the challenges raised by personalized medicine in the Serbian context. It also provides a roadmap for the integration of PM into the Serbian healthcare system.
